Samson was dedicated to the Lord. His long hair was a source of strength until he gave in to Delilah.
The Lord forgave Samson and restored his strength, but he killed himself by taking down thousands of Philistines.
Perhaps the epistle made reference to Samson's faults and God's forgiveness.

Numbers Ch 6 - If anyman separate himself to be holy unto the Lord, he shall let the locks of his head grow and no razor shall come upon his head.
This is the law that was practiced at the time of Samson, the Old Covenant.
Samson was a Nazarite and a separated Holy man.

Samson had long hair because he was a Nazirite and that was part of the vows. It was a symbol of a special relationship with God. When he allowed it to be cut, it was symbol of his broken vows to God.

It's a great lesson regarding non-attachment. His hair could be anything: chocolate, sex, money, video games, etc...
