My Sun is one of the loudest breeds of conures. He is normally pretty quiet but I keep him with me most of the time. I never lock him in his cage and it has a open top so he can stand on top and play. If he is loud he wants a treat or just wants you to come play. I got a yellow perl teil and put it across the hall from him and they try to talk to each other some but both would rather be with me.

Put the bird in a place where he/she can see what is going on and make a rope he/she can climb down and come visit you. Mine are potty trained and are great birds. But you do have to play with them and give them toys to rip a part.

As far as talking goes it just takes time. It took my sun about 6 months before he started saying hello. He now says "Hello Sunny, Good morning and Nite nite, He likes to put his name on everything. He will even say "Moma Come here" I think that is because I call my girl freind moma around him and I use come here for my step up word. I can say come here and he will climb down from his cage and run sideways to me and wait for me to put my finger down.
