The New Testament describes Jesus and his apostles doing this in places: Matthew 9:18-30; Mark 6:5; 16:17-18; Luke 4:40; 13:10-13; Acts 5:12; 28:8; James 5:14-15.
BUT, it doesn't say that YOU can do it, per se. In other words, there is no place in the N.T. that says you can heal by laying on hands.
It says that Saint Paul did it: "And he said unto them, Unto what then were ye baptized? And they said, Unto John's baptism. Then said Paul, John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus. When they heard this, they were baptized in the name of the Lord Jesus. And when Paul had laid his hands upon them, the Holy Ghost came on them; and they spake with tongues, and prophesied" (Acts 19:3-6).
Timothy cautioned this way: "Lay hands suddenly on no man, neither be partaker of other men's sins: keep thyself pure" (1 Timothy 5:22).

Luke 16:18 specifically says that the saints (believers) will lay hands on the sick and the lame and they will be healed. Jesus gave this authority into their hands and the same is true today. This ability comes with faith in the promises of God. But it is by God's will that these miracles are accomplished. The more we align our wills with God's the more we will see these miracles accomplished under our own hands. If we ask God to heal someone but this is against God's will then of course the miracle will not happen.
There can be several reasons it won't happen. 1. God would not get the credit. 2. God will get the credit but the healer also adds other things to God's credit that He didn't want or deserve. 3. The healing would do greater harm to the sick or injured person's eternal existence than it would help their eternal existence. The ultimate goal in these miracles is not our comfort, but our eternal well being.

I was healed by a laying on of hands. I don't know where in the Bible it says that. Or if it does at all. I do know that Jesus said if you have the faith to fill a mustard seed, you can say move mountain and the mountain will move. Or anything you ask in his name, you will receive.

James Chapter 5. Jesus do the things and say the things I do and say. Jesus did this his followers did this..and we have NO scripture say that we should at some point stop..none only religious people mis-quoting 1 Cor 13...stuff like that...but there is ZERO scrpiture that say's to stop doing that. I've debated dozens of pastors, ministers, bible readers...they have yet to show in the BIBLE where we are NOT to do this...only their church tradiations made up by man do they follow

There is no chapter or verse that says that... That is just one big mis-quote, That is also a mis-quote that false teachers use to get more money out of their sheep's and is used to keep them following his or her's false teaching .............................. P.S. That is why so many people don't believe in the one and only true God. And that is why the people that follow him or her are not really saved...........................

The most "fitting" scripture to what you're asking is the first one, however the others are additional on the same subject (laying on of hands).
(Are you or someone you know in need of healing? I'm genuinely asking. There are tons of healing scriptures.)
Mark 16:17-18 New King James Version (NKJV)
And these signs will follow those who believe: In My name they will cast out demons; they will speak with new tongues; they will take up serpents; and if they drink anything deadly, it will by no means hurt them; they will lay hands on the sick, and they will recover.”
Mark 5:21-24 The Message (MSG)
After Jesus crossed over by boat, a large crowd met him at the seaside. One of the meeting-place leaders named Jairus came. When he saw Jesus, he fell to his knees, beside himself as he begged, "My dear daughter is at death's door. Come and lay hands on her so she will get well and live." Jesus went with him, the whole crowd tagging along, pushing and jostling him.
Mark 6:4-6 New International Version (NIV)
Jesus said to them, "Only in his hometown, among his relatives and in his own house is a prophet without honor." He could not do any miracles there, except lay his hands on a few sick people and heal them. And he was amazed at their lack of faith. <<<<----- Per your question, this shows that with a "lack of faith," even with Jesus Himself laying hands on the sick, few people were healed (and those were the ones that DID have the faith).
Luke 4:40 New International Version (NIV)
When the sun was setting, the people brought to Jesus all who had various kinds of sickness, and laying his hands on each one, he healed them.
Acts 9:17 Contemporary English Version (CEV)
Ananias left and went into the house where Saul was staying. Ananias placed his hands on him and said, "Saul, the Lord Jesus has sent me. He is the same one who appeared to you along the road. He wants you to be able to see and to be filled with the Holy Spirit."
Acts 28:8 English Standard Version (ESV)
It happened that the father of Publius lay sick with fever and dysentery. And Paul visited him and prayed, and putting his hands on him healed him.
*******************************
It never fails....but there's always people posting things that are not accurate. So, these verses are to address some of the above misinformation.
The Bible "DOES" say that we will do the same things Jesus done (after all, He was our example, not just someone that imparted 33 years of "good" into thousands of years of existance of mankind).
John 14:12 English Standard Version (ESV)
Truly, truly, I say to you, whoever believes in me will also do the works that I do; and GREATER works than these will he do, because I am going to the Father.
*******************************
You have to be careful about reading scripture in their proper context. 1 Timothy 5:22 is not a scripture about healing, it's a scripture instructing those that are called into ministry (church elders) to not rush into the decision of appointing (ordaining) church leaders so that they can protect the church and keep it pure (because if a person is living in sin, you don't want to appoint them to a church leadership position).
1 Timothy 5:22 New Life Version (NLV)
Do not be in a hurry about choosing a church leader. You do not want to have any part in other men's sins. Keep yourself pure.
Remember....our hands are multi-faceted. They can be used for drawing or writing, working or eating, etc. They can also be used to "lay hands" on people in wrath (a fight). They can be used to "impart" blessings, annointing, or even to ordain someone into their calling or ministry. But, they can also most definitely be used to heal someone.
So, we MUST study each scripture to determine it's meaning and be sure to not take it out of context or miscontrue it.
2 Timothy 2:15 Amplified Bible (AMP)
Study and be eager and do your utmost to present yourself to God approved (tested by trial), a workman who has no cause to be ashamed, correctly analyzing and accurately dividing [rightly handling and skillfully teaching] the Word of Truth.

Man, I believe.
I just nailed two hookers, and when one passed out, I layed my hands on her and she came back from the dead.
Pretty sweet weekend.
