I can totally relate because i had that happen to me too. Doesn't it just feel like he's sending signals, but you're not sure what to make of them? YEAH, I gotcha on this.
This guy is calling you these names because he wants to; mostly he's trying to flirt with you, hoping you'd do the same hahaha. Another reason could be that's just how he is. One of my guy friends call my friends, including myself, 'baby.. sweetie.. honey.. 'boo'.. and etc" all the time and we don't come to make it as anything, just signs of affection or goofiness. If you've been seeing him for a month, then he probably wants to take things further.
Do yourself and him a favor and take it to the next level :)

It means he seeing other girls and if he calls you all the same thing (baby girl, boo, shortie, bay, etc) he won't have to worry about getting you names mixed up with each other. That's just my opinion.
