I must admit that I'm a bit old fashioned and would rather be asked out than do the asking...but I'm by no means shy. But if you want something, just go for it. Try something casual like how about getting a drink somewhere and see what happens after that.

Don't be a dummy now, wait to see if he really likes u. if you're sure, then ask him what he likes, u know, things like movies or music or cooking [wuteva]. if he says any of those things, then say to him u wouldn't mind say for example going to see a movie with him. he'll definitely say yes. guys like to go out and be seen with a new chic on their arm every now and then. while at your little date, give him hints that you like him, look into his eyes often and smile gently at him, and be a little flirtatious [just a little bit]. he'll get the message. But, don't go screwing him the first night out. Calmly take things in your stride, maybe a little kiss at your front porch. he'll certainly call u for more time out if he likes u, if he doesn't call, well.....there cud be various reasons for that. All I can tell you is how I like for a girl to ask me out: I don't like head games, beating around the bush, or girls who get their friends to ask me out for them. I like a girl to just walk up to me and say "Hey, you wanna go see such and such movie" or whatever. If a girl likes me, she needs to show it in a straightforward manner.
