When you say hunting dog, is it a hound, a pointer or a retriever? A border collie retriever mix is likely to be quite inteligent and trainable. A border collie hound may be just smart enough to get into trouble.

That will depend. A hunting dog and a herding dog have to be trained to do what they are "programmed" to do. The level of those natural instincts can vary and then it will depend on how it is trained. They MAY come with the program, but you will have to train to turn it ON.
The chances are good that the dog will have basic instincts for both, but may not be great at either.

Most likely the puppies will have some instincts from both parents - no way to tell which puppies will have more herding and which more hunting instincts. Either way, these will be puppies requiring LOTS of exercise and mental stimulation to keep them happy.

I believe he'll have a dominant breed characteristic. Herding or hunting

my dog is a hunting mix but he doesnt know what to do when i play fetch with him. plus hes afraid of cats

Nope...you'll just have a confused,usless MUTT/MONGREL! Potential for a sheep-killer,though!
