This boat has floats like a catamaran or party bardge with an outboard motor and just 2 seats or so. It is a very small boat, under 12 feet long. Does anyone know the name of this boat and if you can build or buy it?

There are small pontoon boats like that for fishing.
Jon boats are sometimes made with tubes on the bottom like pontoons for fishing.
Try boatingworld or goboating.

A pontoon? you can go to any marina to buy one of those. They're pretty relatively cheap too.
