I think i will patronise everyday to ensure my presence is noticed..Then i will ask him questions about this shop's product..He somehow will know that you are more interested in him than his products..
During the questioning of his products..you can add in some general questions like his hobbies and all that..And if you daring enough, you can ask him out during lunch hours?And tell him that a friend of yours stood you up or something, is he keen to have a lunch with you?

Say to him" I always enjoy shopping here.I think part of the reason is you.we must get together for coffee one day"Don't wait for a response. quickly walk away. See what his attitude is next time you go to the shop.
