It means they are reading slower than possible. For example, if it were possible for readers to read 3 pages per minute, readers are reading at one-third that rate or 1 page per minute.

" it is amazing how many readers will plod along at one-third possible speed all their lives."

this could mean two things. if the topic is really "reading", then it simply means that there are way too many people who read too slow all their lives, with no effort to go faster, and are content to be that way. it simply means that the reading speed could go triple faster than its present rate if the readers could improve reading skills.

but "all their lives" kind of tell me that the topic is not reading per se. whoever wrote the sentence might be pertaining to the readers who are going through life in a manner too slow for him for any development to even take place.

Well, the sentence means... Wait, do you know what "plod" means? Plod means to walk very slowly and/or heavily especially of difficult or boring work.

That is why the speaker of the sentence is amazed how a person can walk very slowly at one-third possible speed... all their lives... I belive that it implies that one-third of human life is spent in doing difficult stuffs, such as reading.

The reader can read fast, or maybe slow.. it just depends - because the reading material is either difficult or boring.

And I don't imply that what I'm saying is in fact 100% correct. It's just an analysis.

Are there any supporting sentences to this? If there is none, then it would be very hard to decipher the meaning behind it.

But If I may put my two cents, I suppose the plod along at one-third speed because it is the optimum speed for learning and understanding what is being read; any faster than that would cause confusion.

It means you're reading an advertisement for someone peddling a "read fast" technique. They mean to say you're reading at about one third the speed you could if you only purchased their product and corrected this deficiency in yourself.
