there is no time limit. The sooner the better though. As time goes on. Some details my slip your mind on the incident.
Q: How do I report a crime?
A: The ability of the police to locate and arrest criminals often depends on the thoroughness and accuracy of the report you submit. The following information checklist should be used for reporting both emergency and non-emergency crimes:

Type of crime
Location: exact street address and nearest cross street
Time of occurrence
Weapons used
Number of persons injured and types of injuries
Vehicle information: type, license number, color, year, make, model, unusual characteristics (e.g., dents, bumper stickers), number of persons, etc.
Suspect information: race, gender, age, height, weight, hair color, hair length and style, eye color, facial hair, clothing type and color, other characteristics (e.g., tattoos, missing teeth, scars, glasses), direction of flight, etc.

There is no limit, per se, but the longer you wait, the more likely you will run into the following challenges: 1) reduced ability to gather evidence (rape kit materials no longer present, lost fingerprints, over written video, etc.) , 2) questioning of the victim or witness' credibility (why didn't you report this sooner?), 3) Suspect or suspects have time to flee, develop alibis, or report the crime first, as if they are the victim!

Report the crime ASAP. If you are the victim, you may or may not choose to press charges later, but at least you have the choice.

Always report a crime no matter how long it has been. Despite embarassments and other doubts, if you report the crime there is a much higher chance of it being solved (duh). Statue of limitation does apply to most cases, but even if it is past the time for your particular case, the criminal may repeate the crime. If the crime is repeated, your statement may help prove modus operandi (mode of opperation) and win the case.

You can report a crime anytime, the longer you wait, the less serious the police may consider it, and the harder it will be to get actual evidence or ever convict it.

there is a statue of limitation on many crimes, such as simple assult could well be about one year.

after seven years they can't do anything to the criminal unless it's a murder.
If somebody picked your pocket last month they probably can't help much but they have to take your report.
If you didn't report it because you were involved keep it to yourself.
If you are a witness to a crime and didn't report it you could be arrested for witholding evidence. If you report it later they won't charge you but if they have to track you down they might threaten you with arrest if you don't talk.
More details might make it easier to answer.

there isn't a statute of limitation for reporting it, but if you wait too long then it may be too late to prosecute it. The reason that it is good to report crimes promptly is because the witnesses memories are fresh, and perhaps the perpetrators haven't gotten out of town.

For the assault that you cited, people have up to one year to file a warrant card. That is what your friend is going to have to ask for.The longer she waits the less serious the matter is going to be taken. The other person the altercation was w/ can file the warrant card first. Then she has a problem because most municipalities won't allow warrant cards to be cross filed(both parties file on each other).

I would report a crime as soon as I knew/heard about it. Sometimes what we think is petty may be the link the police are looking for.

You can report a crime anytime. I don't think it matters how long ago it happened.
