get food you can feed each other maybe mouth to motuh and make it sun ie drop it down your top and have difficulty getting it out yourself... ie invite him to have a feel.
If you get touchy it is likely to lead to kissing... as is kissing to wresting ly tpin each other then kiss .
only if over sixteen ish (as this is more grown up...perfectly moral just dont run before walking etc) you could do the short skirt find an excuse to climb a tree with him below being able to get a nseaky look up skirt thinking you aint noticing... (let him know later post kiss he got played like a fiddle)
Or if sunnyhwere thin white dress and make sure the strong sun is behind you... (kinda gives him x ray vision and makes clothes see thorough silloette wise.
Likwise the accident fall in non stinky water so your clothes are all wet so you need to get changed again somewhere that gives him the opportunity to get a sneeaky peak when he thinks you aint looking...
Then later ask him if he liked the view... and why did he think you took so long.

First understand each other well.Thats more important.He is hurt and is just scared whether you will do the same.First gain his confidence.Use the picnic to be closer to him mentally.Find out his likes and dislikes and taste etc.Be normal during the picnic and make sure to put him at ease.Let him relax and unwind.He will definitely open up after you gain his confidence.Let him make the first move.Dont rush.Slow and steady is always best.

Maybe he is waiting for you to make the first move.I would make the picnic a little romantic and when the time is right lean over and lay it on him.Lightly but romantic on the lips.

Well, since it's been three weeks so I think you should take the initiative and kiss him full on the lips. He's probably just afraid like u said because he does not want to be rejected. No one does. Once you do it, he'll probably like it more and he'll be the one who will try to kiss first.

I suggest you let him take it slow for the time being. Like you said, your with him only 3 wks. Alot can happen between you both in the next 3 wks!
If he goes to kiss you, let him. Otherwise remain calm, open hearted and beautiful!!

How old are you?
under 14, you make do with a peck.
14 - 16 go for your best french kiss, but don't lead him on and tease him.
16 and over, time will tell if it progresses beyond the brotherly kiss.
Just be grateful he's showing you alot of respect, by not pushing himself on you like most boys/men.
