I went out with this guy and I think it went well.
After that, he hinted casually a couple of times that we do something together, so I asked him directly to do something together. He agreed, but then started playing hard to get and suggesting that I go it this place and then he'll catch up sometime. He didn't want to commit himself to a specific time to meet. So I was turned off and decided not to go. I apologized a bit late which pissed him off.
I just don't get it. If he wants to ask me out, why doesn't he do it directly and when I asked him out why doesn't he just say yes without playing these stupid games?

Try looking at it like this:

If you were in a hole that was filling with water, would you stand there asking questions or just get out of the water?
You've learned something important about this guy. He plays games. That's vital information, and much more important than what his motivations are for being a twit. Just give thanks that he showed you what he as like early on.
