911 is an emergency service, anything other than an emergency will be handled as misuse of the service. An interpretation of an emergency depends on the situation. If your mother and her boyfriend are threatening you in a harmful way that is an emergency. Any type of domestic violence or dispute qualifies for a 911 call.

I think you can only call 911 when it's an active emergency...like if something's going on right then and there. Otherwise, you have to call Child Protective Services or the non emergency police number.

If there is abuse occurring, then yes. If you have word about a situation that is ongoing, you call the child abuse hotline.
If you are mad at your mom and her boyfriend for punishing you, (and they are punishing you appropriately) then no. You will be in a world of trouble for false 911 calls.

That might not be a good idea. Since the Police can only ask questions, and leave, and then you might be in serious trouble.
Talk to a minister, or domestic violence shelter where you can
stay while it gets looked into. A decent person will help you to
get in touch with Child Protection Services.
