Windows has an automatic critical update for control panel, and Norton has an automatic update. Otherwise, as far as I know you have to check the site. Most will notify you updates are available for download.

Not specifically no, you can use windows/microsoft update to download security patches.
What you can do is download everest from lavalys, which checks all information of hardware on your pc, then links to the sites for the individual hardware, where you can find new drivers
