We need to sleep to function properly - physically and mentally. Our metabllic system slows down, it gives a chance for our body to recoop, including healing, cell growth. I think however that the growing thing is a myth. You won't grow more purely by sleeping more; you need to eat well and generally have a healthy lifestyle, of which sleep is a PART of but not exclusive to.

Yes sleeping promotes growth in children.

I also read that teens need at least 9 hours of sleep a night.

Sleep promotes healing and growth, why do you think most sick people sleep all the time... their body is giving them a hint. It is true but if you sleep too much it can be detrimental as much as beneficial due to lack of oxygen to your brain.

cardiovascular workouts to increase metabolism and a proper diet including lots of calcium and protein and various vitamins will boost growth

sleeping can be one of the factors affecting growth, but not necessarily because there are other hindrance on the growth like gender, race, age or disease.. but hey don't be afraid to grow I'm just 5''5 and one of my dream is to grow up to 5'8-5'9 and you should be proud if I'm in that height.
