If you are saying that it is one that never had power steering it is time to get a new car that you can drive.

If you are saying that it stopped working check the fluid and belts to see if it is an easy fix. If it is not something cheap to fix then again it is time for a replacement car.

You need a new power steering pump. If you always had manual steering, You will have to change the rack and pinion to a hydraulic rack. and add the pump and belt. It is a modification you probably would not want to get into for an 85 Toyota.

You probably need a steering wheel rack. It can range anywhere from $400. to $1200. If you know a good auto mechanic he should be able to pick up a used one a junk shop.
