It's likely to be located somewhere in the outer boroughs. Anything on Manhattan will be expensive, maybe with few exceptions. I would assume that hostels that are located away from central/lower Manhattan are the cheapest ones, but that's only a guess. Sometimes there are exceptions. Before a place gets discovered by real estate investors it may stay cheap in its obscurity, and can provide lower rates. Also, some hostel/hotel owners are less "greedy" than others:) and don't always hike their rates even if they could get away with it easily. It may be that you could find one of them.
There's a listing at a website named www.allhostel.com that gives information about various hostels (including rates, I think) in various cities. Hope it helps.

When you say the Cheapest, you wouldn't event want to walk near it. New YOrk is a big CIty, do you mean Manhattan?

Don't stay in a hostel... Unsafe, esp if traveling alone... Decently priced hotels can be found - check online.

When I arrived in NY, a week after leaving school in Britain in 1967, I stayed in the YMCA. It's safe and reasonably-priced.
