Well, I think all that is owed to Neal Peart's lyrical trajectory. I don't know of another that does it as well, but there are several others that try to go down similar paths (at least in some ways).
Dream Theater, Fates Warning and perhaps Queensryche strike me as in the same neighborhood, at least from time to time.
But none of these (or any others I can think of) are as articulate or consistently intelligible in their lyrical positioning as Peart can be.

sorry, but what does secular-humanist mean??
okay.... i went and looked it up. now i know what the heck that means, and um..... i still can't comment to any other bands that hold that philosophy.
that went way over my head.
with that being said. RUSH KICKS AS*, great lyrics, wonderful composure, fabulous shows, all which have created a timelessness for them.
