It depends on the context, obsessive behavior of any sort can be a sign of a mental illness...religous texts are not immune to obsessions and can actually encourage it at times because of the nature of the content. This is not a dis on the Bible or religion, just a fact.
A better indicator would be if this behavior is a change from an individuals usual behavior. There most likely would be other signs apart from constant bible-quoting, such as becoming more reclusive or losing interests in other things which have been important to them in the past.
Unfortunately, confronting this matter to someone who may possibly be going through a mental breakdown is no easy task, because they can form their own alternate reality. So, procede with caution and try not to be accusatory. It would be a good idea to speak to a professional and try to be as supportive as possible.
Remember, mental illness is simply a chemical imbalance in the brain and in most cases can be treated with medication, counseling and support from loved ones. Good luck and I hope this helps.

No. The Bible is true and is the word of God. He is perfect and all-knowing and all poweful. If you can't accept that then you're the ignorant and self-righteous one with a spiritual illness.
These people are SMART and EDUCATED and know a heck of a lot more than you do.
Now get over it and go do some reading to understand what they're talking about instead of back-talking them with lame questions like this one.

Well, they thought Jesus was crazy too...some people quote the bible, because they want to back up their claims...the thing is..they should explain their view, THEN back it up...God Bless them all.

Who does that, honestly I'm a Christian, but I don't quote the bible mostly because I don't remember any quotes from it o_O
