You can either move out from the neighbourhood; file a complain with the authorities, police, local council anybody or see an attorney and sue them for nuisance.

Try asking yourself what you can tolerate, really. If you honestly feel you are in danger (and not just responding viscerally to someone of a different race or lifestyle) then you need to contact the landlord immediately. At the very least you should be able to get your money back in order to move. If the tenants actually threaten you in any way you need to call the police.
Noise can be an issue that the police would respond to in a less threatening manner. You can talk to yuor landlord about the issue with the dog; as having a nosiy dog in an apartment is a huge discourtesy to everyone else living there.
You should definitely talk to your landlord about the air handling systems of the apartment, to see if anything can be done about the odors you find offensive. But remember, too, that people do have a right to eat whatever they want, and sometimes being a little tolerant goes a long way. If the noise issues get addressed can you live the smell of their food and smoking? if not then you are better off moving to a different place altogether.

.As for the noise you can call the police. How do you know what fried cat smells like? But I know what you mean. I have tenants upstairs in my own house and I think they must fry everything they eat because the back hall always smells. I can't do anything about what they eat so I put up with it. You can do anything about the cigarette smell either unless there are no smoking rules for the apartment. If you own, evict. If not and it gets bad enough you may have to move.

Well I myself recently moved into an apartment after living in a house for my first 18 years of life.
My advice is to talk to your landlord. Tell the landlord your grievances(sp?) but in a polite, constructive way. Dont bash them. The landlord will be forced to talk to the tenants. Especialy if they are new. Im going to guess youve been there longer, so the landlord will want to keep you in the apartment. Even if you yourself are new, talk to the landlord.

Discuss the situation with your landlord. If he or she is not receptive, remind him that some of these are health hazards, and that if you wish to move, in many states, you have the right to break your lease, and leave him high and dry! Let him know you mean business, and that they need to clean up their act, or else! No noxious smells should be entering your private domain.

Pack your car & run like the wind,Hon!
I just recently had to stop being friends with a woman I had known for years. She smokes,I gave it up.I told her i would give her an ashtry, but she insisted she go outside, where she promptly ground out her butts on my door facing & left them on the porch!
Then she started eating good meals I cook for everyone who stays with me to visit on weekends, but she was purging & didn't even clean it up or flush the toilet good!Sometimes it was on the floor or side of the potty!
We all told her to get help many times & told her we were worried, but she just kept on doing it.
I can't stand filthiness like that!Plus it is hard for me to buy groceries for me & the kids, much less have someone wasting like that! She just went off!Lives like a crackwhore in another city now!

There's not much you can do unless they break a term of their lease and you can prove it. For example, if the landlord doesn't know they have a dog and they haven't paid a pet deposit, the fine could be sufficient enough to persuade them to leave.

Call the cops girl! You dont have to leave your name, and after you do, just act as nothing is wrong, it could have been anyone in the building. And if its that bad just look for another appt. Better off moving if they are that bad, you dont want to get hurt or them break in or try to hurt you for no reason.....even if you dont call the cops. They could be crazy or try to rape you are something.
