The language is German and first off you spelt it wrong (but that's the problem if you don't have a German keyboard, with epaulets, on your computer) it's spelt 'Verstärkungen' to spell it in English you have to change the 'ä' to 'ae' - Verstaerkungen. the sentence; "Verstärkungen sind angekommen" means 'Reinforcements have arrived'.

It is spelled as verstärkung actually. It means basically what all the people prior to me have given as answer. However there are
other ways of using this word where one does not refer to a team or troop being reinforced. It can very well be used on many occasions where strenghtening something, hence we can say reinforcing it as well. An example: audio amplifier = vertärker, in this case verstärkung would mean amplifying a signal. There are many ways of using it where the meaning is similar. I guess everyone who answered including myself played or play Command & Conquer Generals: " General, the reinforcements have arrived". Well I can only say the other answers are correct as well. However I think I deserve 1 billion points for such a long concise answer!?
