corby campbell was charge as a fugitive in new orleans, louisiana with a charge code cc cn1000 186-766-500; charge code rf14000 from 2003-2006; 1st pc division pf1404759

I don't know where you are getting the information but the cccn is a city of new orleans municipal ordinance number and the 14 000 refers to the State's criminal code which is Title 14. 14:000 is referring to his status as a fugitive. Not sure what the municipal ordinance is off hand.

In New Orleans, the city will charge you with the municipal ordinance before a title 14 because the city gets to keep the majority of the fines on municipal codes. If you are charged with a state crime then the state gets a cut!!!!!!

The municipal code contains most of the same crimes as the state code and a few extra city specific crimes that would otherwise be held unconstitutional someplace else.

Those are all the charges - the fugitive jumped bond and never showed up for a court hearing. Maybe New Orleans warrant systems before Katrina are coming back on-line.
