GOD forgives no one if they don't ask it. Repentance is the prerequisite for forgiveness from GOD, and implies that you first humble yourself and feel true remorse for your course of action ( and not just getting caught) and that you believe GOD can free you from it if you ask. GOD does not force anything on us not even forgiveness.
With that said, i believe with everything in me that if jeffrey dahmer asked GOD to forgive and truly meant it that GOD DID. Without question. We like to believe that people we deem to be monsters are unworthy of forgiveness, while we sweep our dirt and heinous attitudes under the rug and look the other way, exalting ourselves because "we never killed anyone".
We kill people with our tongues and lovelessness everyday. We damn them and send the straight to hell with our words feeling like we are above the same fate, when GOD says it is all the same to HIM. A habitual liar or gossiper is just as guilty as a mass murderer, because GOD hates it all with equal intensity and says any of those things unrepented will not be forgiven. And we need not go further with where the unforgiven go right? you have heard it a million times so you already know...
before you write someone else off as a vile human being, consider for a moment how you would be seen if the worst thing you have ever done was broadcast across national televison. what would the world call you?
GOD forgives because HE loves us even when we choose evil, and HE wants us to be free from it and never go back to it again.He has promised to punish all wrong in Judgement because He wouldn't be just if HE didn't. People will be punished for wrong, now or later it will happen. Not because He wants you to die, but because He gave you a way out and promised to free you and you chose your own way anyway. The consquences are then your own because you had been warned.

No. Nobody 'forgave' Dahmer or anyone else who commits such heinous crimes. This 'forgiveness' thing is simply an 'out' created by religionists to get money from people in need of 'forgiveness.'

No. Even if he HAD asked for forgiveness. One of the six things God hates -- yes, hates -- is hands that shed innocent blood. And Dahmer's hands shed a lot of that.

Only if Jeffrey told God he was very sorry and wanted to change and if he really meant it. We can all say "sorry" but only God knows if we are truly sorry. And when we repent we are to not do the same bad things again.
Repent means "to turn from sin and resolve to reform one's life"
