That wouldn't create peace. Putting murderers in charge of the government never does. Saddam found plenty of his subjects to torture and kill during his rule. Al-Qaida would do the same.

if the world ever gave in to terriost there would be no peace because soon somebody eles who wanted something would attack and then they would become terriorst it would be a vicious cycle
