A used Toyota Camry.
Why?
It gets great gas mileage.
It has excellent safety ratings.
It is one of the most reliable cars on the market.
It is the #1 selling car in America.
Used cars are a lot cheaper than new cars, and since it is for a teenager you really don't need to be spending more than $4,000 for a car for them.
Look for a car along the lines of a Toyota Camry or Honda Accord. Stay away from American made cars because unfortunately they can't hold a candle to Toyota/Honda.

I just bought my daughter a 2003 Jeep Liberty and I'm sorry I did. First of all, the safety rating is only moderate and it only gets 16 mpg. I'm thinking maybe I should have gotten her something a little older with a better safety rating.
