"When in Rome, do as the Romans do" means you try to acclimate yourself to their lifestyle. In other words, copy what they do.

As stated in all the answers it does indeed mean behave in the manor that the people of the culture you are in behaves in. I believe the Romans are the culture referred to because they were the first major not only civilized, but advanced society.

Simply, do as those around you do, in other words, if you go to a country bar wear a cowboy hat and wranglers, if you go to a punk club, hate the government for a night and be an anarchist, and if you are at an orgy... join in... (that would be a literal roman following) In other words confomity....

It is a generalised term which means that when you visit a different Country, You should try to embrace their culture and act in an appropriate manner befitting to your host country"s culture

it basically means observe local customs. while you may do things a certain way at your house and hometown, when you go other places it is polite to attempt to follow the local customs. that is what the saying implies.
