The coffee shop that I like the best closes at 10:00 PM. Sometimes (especially on the weekends) I feel like being out and reading (or writing) later than that. Are there any cool places that are open late (preferably in downtown or central phoenix) that are conducive to reading or writing?

Not a whole lot of things in downtown stay open all night -- and the stuff that does isn't very conducive to reading. I'd say you might want to stay home.

Late? Denny's, Waffle House, IHop, any all night diner
I'm down here in Tucson, and those are the only type of places where no one cares if you hang out and read in the late night.

If your of legal age you can go to the hilton they have big screen tvs,good food and serve yummy coffee.
you can find corner to read go use the pool...shhh dont let it get out...thats were I go sometimes...also the casino you can find a nice loud table with music if you prefer noice or go and sit on there patios...once ya get tired ya can go play the slots it ya choose to do so......

Dennys, IHOP, or put some cash into your backyard with a fountain, nice mood lighting, Koi pond, foliage, trees, nice music and your all set.
