You are correct. Mexico accomplishes several things by exporting their people north to us.
* they get rid of uneducated and unskilled workers that they don't have to support
* those same workers send back Billions of dollars back into their economy
* fewer people in their own country makes it easier to manage their people

There is no reason why a country as rich in natural resources like Mexico can't have a good economy and provide good paying jobs for their people. Another example of an oil rich country where a handful of people control the oil wealth. The Mid East countries do this and their poor people are suckered into becoming terrorists.
