When you are drying your hair, flip your head over and blow dry from the bottom, stopping to flip it back over and brush every now and then. After you brush, dry the top straight (or however you like). Then flip your hair over again and dry the bottom again until dry.
This should really help. If it's not enough, then curl your hair, brush it out, then flip your hair over and spray it, wait 15 seconds, and flip it back the normal way. Then lightly spray the top.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

try volumizing shampoos/conditioners. blowdrying your hair with it over your face towards the floor, use volumizing mousse, rollers & a large round brush. it that doesn't work a little back combing should do the trick.

Do some internet research on "rag curls" and also "pin curls". They work like a charm, even on my baby-fine hair, and they are super affordable!
