just walk confidently up to a guy and ask him either "Hi what are you doing?" or "Hi my name is ______, whats your name?". lot of guys are shy believe it or not and love the attention of having a girl make the first move. and when you ask what they are doing it open up the chance for them to talk about what ever they are busy with at the moment so they will have a conversation starter already at hand, provided of course that they are doing something besides just standing there waiting for the weather to change, if not be ready for them to give you the old "Uh not much" reply

I'm a guy and I know for a fact that girls like the guys to make the first move, but it really suprises a guy when the girl makes the first move. It makes him gain alot of confidence. Just go up to the guy and start talking about anything. You don't have to throw yourself at him, just let him know that you are interested and if he is interested he'll take over from there. I'm a girl and I have no problems talking to a guy. Even the guy I like. He knows that I like him too. He heard my friends telling my other friend and he asked her "Katie likes me?" She said i guess so. He knows but I can still have a regular convo with him. don't act nervous around them. Talk to him like it's your best friend. Try and take a deep breath before you do it. Don't say anything stupid either otherwise you'll get all embarassed and start getting nervous. Take my advice it works!

When a girl comes up and talks to me 1st--I'm thrilled no matter the topic.
Be yourself, use a little humor, but the one thing that is soooo
sexy is a girl that is confident in herself-without being too
self-absorbed!

just ask how they are and then ask questions from there, it will become natural after you practice enough
just think about this one thing almost no one will think it is wierd if you try and start a conversation with them
