The problem with wall paper is that it is best removed by applying a wallpaper sizing (a wash) to the walls before the paper is hung. It only needs to be dampened and steamed to remove it.
If the paper is really paper, wash it with a wallpaper removal solution (get at the hardware store). It will peel off easily. Use a flat bladed putty knife or similar to help peel it.
If it is plastic or vinyl. The heat of the steamer will definately be needed.

The cheapest way ever is to go to the dollar store or Grocery Outlet. Buy a bunch of cheap cheap fabric softener and mix with water in sprayer bottles (old 409 ones work great).
Test a spot...if after it sits a few minutes it doesn't come right off...add a wee bit more fabric softener to the spray bottle.
We did a room that was 40 foot by 21 foot in a weekend.

It cost less than $5.

There isn't really an easy way to do it.
You can try soaking the paper with a mixture of warm water and vinegar (about half and half) and peeling it off.
Stores such as Lowe's sell special products to help you strip wallpaper.

We had wall paper on our wall and we just pulled it off. The parts that were really stuck on we sprayed with water and let it set for a while and then peeled it off. I've also heard of people steaming it but we didn't have to resort to that.

if u r going to wall paper, u can wall paper over the top of it ,all u have to do is remove the lose parts. if u do wall paper, mix corn starch and water, boil on stove until thick, like the consistency of gravey let cool, and then put on your paper. this is better glue for your paper then just wetting your pre-past paper and hanging it.

You can buy a spray that's specifically for that. I think usually all you have to do is cut it w/ a razor and spray it on and it peels off pretty easily. Or at least it came off easily when I did it!

warm water with downy In it, soak it good the dony makes the paper soft and you can remove it easier.
