I am trying to draw a wall on the last square foot of the grid, but it keeps coming up and telling me "location out of bounds". Is there a cheat code that lets you put anything anywhere?

If you have the latest patches, then any bugs having to do with "location out of bounds" should be fixed although everyone hasn't given the success report about OFB patch.
If your game is patched then you can use the moveobjects on cheat to put stuff right on the line - like you can probably put a fence with lights decorating it right at the edges if the terrain is level, but I don't know if you can build a house right up to the edge. Try asking at the Sims 2 Official BBS. That's where the hard core gamers and builders are. :)

I don't think so, but try this. Search for "Sims 2" cheat, and TADAA! There you have, a handful of cheats!!
