Being a student, I don't want to pay a furtune to visit these two great cities in US. Any advice?

If you have to do it in a day, then do a morning tour in one city, then take a 2 hour train ride to the other and do the 2nd city in the evening. Best to spend at least a day or two in each city, but I assume you have your reasons for one day. In DC, you can do a segway tour, they're pretty cool.

You can see some of those two cities in one day for each. However, you will miss most of the interesting things other than a view of the city and maybe the inside of two or three places.
In Washington there is a neat tram or trolly-like thing that takes you around for a fixed price and you get on and off at any of its many stops. Grayline has tours of both cities.
I am less familiar with New York because I always went there with lots of time. However, my brother and sister-in-law, who never spend ten cents if they can get something for free, took a red double decker bus that tours around the city. Get on the upper deck and you should see a lot. Again, get off at two or three of the places you want to see more of, such as a museums.

Both the Washington trolly and the New York City double decker bus are hard to miss. Just go to a tourist spot, such as the one of the Smithsonian Museum buildings or the Empire State Building. You should find a stop by asking or looking around. Or one will come by and you can check the prices and hop on for the price that best suits your time. The have different prices for how many days you want and if you want to go to places far from the city's centers. Have a wonderful trip. You will love to see these two cities, even for a day. After you have a degree and money you can go back and do it slower.

Additional Information on Inter-City travel.

Getting from city to city by train is much longer than the advertised time. You have to go to Penn Station in NY or Union Station in Washington. By the time you do that, buy your ticket, wait for the train, take the ride, get off the train, and go outside the other station, you will have spent at least eight hours. The low fare quoted is probably for the slowest trains that stop along the route. The route, by the way, is ugly/industrial. The fast trains like the Metroliner are more expensive, but very nice and comfortable, as well as FAST. (for the USA, anyway).

Don't be stupid and cheap and take some fly-by-night "Chinatown Bus" These are people who own old buses that go back and forth between the cities and charge very little. Unfortunately, they save money on maintainance and safety. Stick with established carriers. There are also legimate buses between the cities that used to be fast and a bargain, but the highways are very crowded, as are the bus terminals. I would stick with the train. Maybe travel at night and go to a hotel when you arrive.

If someone has given you an airplane ticket, that is an entirely new question. The plane is not as good as the train, in my personal estimation, but then I prefer my own car to ALL public transportation!

It's a 4 hour ($29) trip by car bus (http://www.smartertravel.com/student-travel/Greyhound-York-City-fares.html?id=16572&source=rss_student from Washington, D.C. to New York City, so it's not really possible to do 2 tours in 1 day.

Here's a Cheap Day in D.C. Take the subway (Metro) to the Mall (Smithsonian station). Buy a ticket for the Little Red Trolley that runs around the mall. Go ahead & expect to pay the fortune! It'll be pricey but worth it if you want the most for your TIME! Don't be cheap - splurge!
The Circle Line in NYC was a fair price for the vast amount of information and ground (& water) covered in the nearly all day tour with an overwhelming amount of things to do & see!
The time in DC should merely be devoted to the major points of interest without delving too deep into any one aspect. Certainly we spend a pitance in DC. It's gonna be a bus tour for best value. We had a rental car & after the WhiteHouse & Capital Building, there's just the Mall. Not shopping, you'll see! Have a great time!
