should the guy always make the first move to meet a women. I notice alot of girls looking at me and I wonder if I should talk to them, mayby they are to shy? If I want to meet someone I go try to talk to them

NO More than thirty years ago I made the move with the man I married, saying "Hi stuck up." Shocked him and he asked me out to lunch and that lead to a beautiful friendship, love and marriage.

girls always look at guys - alot of them may not like you but they want you to think they into you - so they can get your attention - so they fell good about themselves....and play with your head....but yet they complain that their boyfriends checks out the other girls next to him and so on........
in other words "its ok for me to do but its not ok for you to do it"
yes women should make the first move - im sure that many men are not going to approach a group of 10 girls and ask someone out.

Nothing wrong with starting a conversation with a guy.You just have to make it clear to him that that's is all you want is conversation.
