No the child should not be punished, but protected. The parents should call the teacher and get things out so their child doesn't become bullied.

Absolutely not! The school needs to be notified so that this child can be protected. The child stealing the money needs discipline and guidance, not punishment.

They should never be punished for that. Chances are, if they let the bully take their money they had little choice in the matter. Plus these days if you tell the kid to stand up for himself and he hits the bully, the little bastard's parents will be all over you with lawsuits.

This is age old. The parent wants the child to fear them more than the bully. That's the well-meaning behind it.
I don't agree that this is the best way to handle it.
