When my son and I go on a cycle ride, when we stop for gas or for a break, our skin feels to us like its fuzzy, tingley, or like theres bugs running all over it, but only on areas that are exposed, like ours arms and faces.

It's caused by the hairs on your arms and (yes your face too). It is the result of the wind blowing against them and irritating your skin. They can be overstimulated by prolonged exposure in high winds or if it's cold outside- around 60F. You can get the same sensation by sticking your hand out the window of a car going around 50-60mph. The effect is more immediate- usually occurring in a minute or less.
You can counteract the feeling by one of three ways- either use suntan lotion,
shave your arms&face or wear a long-sleeved shirt to minimize the exposed skin. I'm surprised you didn't feel it on your legs too!

It happens to me also. I believe it is because you are sending blood to that area of your body and your skin reacts to this.
