This is a hard question to answer......it would depend on the subject matter and area of operation as to the authority in charge. The way your question is worded, I would choose the NSA, CIA, FBI, DEA in that order.

The FBI and DEA each of them have defined areas of jurisdiction! In some cases they overlap and or conflict. The NSA and CIA are not Law Enforcement agencies but also has a defined area of responsibility. The FBI most likely has the broadest area of responsibility of the four. If you were engaged in a serious violation of Federal law all four could be looking over your shoulder. In recent years there is some hope that each would know about the other but that is not always the case and in the past it rarely was.

It really depends on what the case is. The group with the most power is the NSA. You hear a lot of people call it NO SUCH AGENCY, because much like the CIA the NSA, is commonly refered to as spooks. They are operating under Top secret orders most of the time and are not OFFICIALLY anywhere that people see them. The FBI and DEA operate under the same rules and regulations that your local police department operates under, but they have jurisdiction throughout the country.

All 4 agencies have a director. Usually the director with the closest ties to the president is the most powerful.
The FBI is in tented as a national law enforcement agency. They deal with internal (USA) issues. They also work Interpol and often cooperate with other countries law enforcement agencies.
The CIA primarily deals with international intelligence and "promotes" national security (a broad range).
The DEA primarily deals with narcotics enforcement, often in cooperation with or in spite of the FBI.
The NSA is primarily an intelligence collecting agency that often works in the jurisdiction of the FBI, CIA, and the DEA.

If there is a disagreement between these bureaucracies, the U.S. Justice System can judge which is correct. So: the Supreme Court.
The DEA should definitely be abolished, as ought most federal bureaucracies. I haven't given much thought to the FBI, CIA, or NSA, so for the time-being, I'm indifferent to them.

They all filter into each others area. The FBI will go over seas and the CIA will do ops inside the USA. Depends on what they are working on at the time or who it was issued to. All branches report to the same guy at the top so none have power over the other. Each trys to stay out of the others OPs.

All of these are great but there is Interpol an often looked over force, they are international. Rarely are they heard of but many work for them. Here in the United States of America my answer would be the CIA , they are all mighty but they have to answer to someone. They also all protect the USA.

Depends on what authority you are talking about. Each has a specific purpose.
