I have two watchdogs. Neither of them go outside without a leash. They are not frightening, but they are territorial. You most certainly need to speak up about a frightening dog. You have the right to jog. In fact, I am training my puppy to not bark at the neighbors or anyone else on the road, sidewalk, etc. They need to know boundaries. I am a dog person, but I wouldn't have trusted a territorial animal to stay in its yard. By the way, I have seen many dogs go across electric fences when they are excited or frightened. They are willing to take the shock to get to what they want.

Yes you should report it to your local humane society or animal control officer. ( not sure what you call it where you are at.) What if there were a little child walking down the street?
A dog that shows it's teeth or growls and barks like that should be kept behind a fence. There is no excuse for the owner to leave it un secured. Even the best trained dog will the odd time cross the line.

The dog probably has an electric fence. If the dog is a nuisance and is scaring people I would certainly complain to the owner. Electric fences aren't really safe for aggressive dogs because most will just charge past them. If you would have kept jogging the dog may have crossed the line but it is hard to tell. I would complain to the owner because you have a right to walk on the sidewalk without being attacked by a dog.

I have two dogs that have done the same as you experienced. They have never bit or snapped at any people, but it was frightening for the people involved. they were really only protecting what they considered theirs, but it was still unacceptable behavior. Find out if there are leash laws. Try talking to the owners. Perhaps you could meet the dog. If you know he is not a threat, and he knows you are a friend, it might be easier to jog by.

If the dog was still on the owner's property, in most cases, nothing can be done. It's possible there was invisible fence on the property keeping the dog contained.
Has this happend to you before or have you just started jogging in that area?
In the future, I would avoid jogging around this house.

I used to run out in the country a lot, only once was I bitten. That was a dashund (he came in under the radar). Most suburban areas have leash laws, many are even going so far as to ban certain breeds. Check your local laws, the police will know. I wouldn't bother trying to talk to the owner, he knows already his dog is threatening. You don't want that confrontation.
Most importantly never turn your back on a strange dog make yourself as tall as possible and back away.

Yes, you should say something. there are leash laws for a reason. An aggressive dog sjould always be supervised or restrained or someone will be getting a lawsuit. its the owners responsibility to restrain their dog, especially if hes aggressive. As for whether he would have crossed that line, i don't know it depends on the dog. be aware of the dog if you are nearby that yard again

some have under ground electric fence but u could say some thing to the owner and ask if they have it or is the dog lose to get someone

yes you should definitely say something. that's dangerous. i own a dog who is very sweet and loves people and I'm sure if we let her out like that unsupervised we would get in a lot of trouble and she would never even hurt anyone.
