I'm assuming you mean Bio-chemical engineering? Chemical Engineering is more general, and thus will give you a wider array of opportunities. I suggest not worrying so much about which is better, and figure out which is more interesting to you so you'll be better at it.

They aren't the same thing. Bio-engineering involves building devices that are used for medical purposes while chemical engineerings is developing chemicals. Bio-engineering is a specialization more than a degree.
