My first reaction is, yes. But then one needs consider the seriousness of the dating involved.
Group dating, I think, is an excellent option, because one, it's safer, two, it takes some of the individual-to-individual pressure off (though peer pressure would no doubt, be present) and three, it allows for a fun environment to flirt and enjoy another person's company.
But more over, I think it depends on the maturity of the 13 yr. old. I've not seen in recent years, to many overly mature thirteen year olds who could handle or even comprehend, a serious relationship, and what it means to be involved thus.
In the end, all factors should be considered, weighted and decided upon with due thought.

If that includes having sex - then yes, too young. Wait till both of you are legal age.
If dating without having sex - then no, not to young, date all you want.
