It's a cultural thing in many ways. In several countries it is actually more common to kiss people on the cheeks vs. hugging them. I'm a 30+ year old guy and I tried to give another guy a hug (in Turkey) and the other guy didn't know what I was trying to do to him. We had been hanging out for a week (on a tour) and it was time to say our farewells. Nothing unusual as far as I was concerned. But, he didn't know what to do. Someone else had to show him what I was trying to do. Then, I was shown how to kiss (both cheeks) someone goodbye.

no, not really. if it's just you know a friend or relative absolutely not!
maybe if it's your boyfriend yes because you know, they usually hug the girls from the back :)
