the open end always points to the larger number, thus it means less than three. If it was >3 that would mean greater than 3.

It's a simple way of doing a heart in type. Mostly used in message forums, chat rooms etc when there are no emoticons or just because the user prefers to display it this way. A lot of people i know use it in their screen names for different messaging services because you can't put emoticons in screen names or to decorate their screen name.
