He is probably trying to assert his dominance. Dogs like to have a clear pecking order.

My dog (a beagle) does the same thing... He starts to bark at the other dog, restrain when the dog gets closer, then barks again... It does get tiresome, but when your dog does this, firmly assert "No" and pull him away from the dog. And a dog shouldn't have his tail straight up (i've just learned this myself). It should be straight in the middle. If its straight up, he is feeling dominant and he will become naughty because... well, he feels dominant over you too. When, walking, he should be right next to you or behind you. He should feel like he is following you. He shouldn't know where to go. You lead him. Hope this helped.

Um, well..it could be any number of reasons that he did this...I think Westie's are a very vocal dog anyways...but have you walked him much before? Sometimes when they do this, it is a lack of socialization, and they feel that they have to make a scene to get another dog's attention. It could also mean that he was being protective of you and territorial of the location...To stop him from doing this, you need to walk him more often. Get him used to walking by other dogs so he won't draw so much attention to himself.

Tail sticking straight up and wagging back and forth is a sign of aggression. You dog wanted to tell the other dog he is the boss.

Making sure the other dog knew that you were his, and he was coming into your area. They just do it as a dominance thing, my dog sometimes does that, sometimes just whines because he wants to play- depends on the mood and who we are walking with (if it is the kids he growls at everyone) Enjoy your little tough guy!

your dog is a bully. needs to be trained better. there is nothing wrong with your dog the problem is the handler you have no control of him and he knows it they are very good at training people you have to take control of the dog and let him know you are the top dog and he can only do what you let him do. you need to set firm boundaries for him. call your vet and see if they can recommend a good dog trainer. or watch the animal planet watch for the dog whisperer.

well that's not as bad as my dog. My dog like looks at a wall and starts to bark at and when he sees his shadow he barks at it. Other words I have no clue why your dog is doing that. Sorry

It's the "i'm the boss" of this street thing.

At least your dog didn't bare his teeth at the other dog like my old dog does. It usually ends up in ugly fights.

it could before alot of reasons. your dog maybe wanted to play and the other dog didn't or your dog could have been protecting you or some dogs just dint like other dogs.
