I purchased two years of Norton Antivirus for my computer. I am looking to get a new computer. I purchased the program off of the website, so I don't actually have the software. Is there any way to transfer it between computers or is it kind of stuck on the computer it is on?

Hopefully, you still have the downloaded installation file on the old computer or on one of your backups. Of course, you back up your files, right? :) In this case, you can install it on the new computer, and your subscription should continue for the remainder of the two years. (You will not be able to use it on both computers.)

Note that you cannot transfer a pre-installed version of Norton Antivirus to another computer.

If you do not have the downloaded installation file, Symantec says that you can redownload the software if you have purchased it within the last year. If more than a year, they may offer a discounted price by purchasing an upgrade. See the link below for more info.

It's an antiviris. Not a virus. So I would say no.Sorry couldn't resist.
Now I don't think that you can legally transfer it without permission or without permission from Syntex.

usually a license is only good for a year, and the subscription can be reinstalled if you are transferring a license but youll have to call symantec
