Mad Cow disease (aka BSE - bovine spongiform encephalopathy) is a degenerative disease affecting the cow's central nervous system. There is evidence conntecting BSE in cows to a variant of a rare disease called Creutzfeldt-Jakob Disease (CJD) that occurs in humans. Evidence suggests that humans can contract this variant (vCJD) by consuming beef affected with BSE. Less than 100 people worldwide have been known to have contracted vCJD, none have been in the USA. While the exact source of the BSE outbreak, first discovered in the UK in 1986, is uncertain, it is suggested that the disease was spread by feeding affected rendered cows to healthy cows. (Yes, cannibalism is a common practice in bovine agriculture!)

It a disease that effects the nervous system of a cow and of a human. It's called Mad cow because it essentially degrades the nervous system functions of the animal til it's death. Humans can get it by ingesting infected nerve material that's located in beef products.
