an angel. A simple white dress, thats pretty easy to make, a gold pipe cleaner halo, and cardboard wings covered with white feathers you can buy in a craft shop.

A princess would be the easiest thing but another idea is a flower where she can wear all green and make a headband with felt to make it look like the petals of the flower. A kitten is also easy. All black or whatever color clothing and all you have to do is use face paint and paint her nose red or pink and make 3 whiskers from her nose outward and make two black open triangles over her eyebrows with red or pink in the middle to be ears. Another easy idea would be a cow with all black and white and make some utters for her belly. You could make her a M&M candy too with just a little colored material and stuffing to make it round and put an M on the middle.

put her in a pink sleeper (with the feet in them) or white if you cant find pink. And jogging suit would work as well.
Then out of pink felt and white felt cut out 2 floppy ears and hotglue it onto a headband. With some halloween face paint, draw on some freckles and whiskers. and take some white cotten balls, Puff them up and out a bit and hot glue them onto a little circle of cardboard and attach it too her bottom (before she puts on the sleeper) with a safety pin. you can give her a carrot to carry if you want but i'm sure at 2 that's not up her ally!

anything with ears and a tail...or maybe a ladybug or something like that. for the ears, headbands, for the tail, either fabric or that pipe cleaner stuff intertwined and safety pinned. for the lady bug you could use red and black felt stuff that you get from the craft section and hot glue it to a black shirt or dress and make little headband antaenas. i think any of that would be cute. i hope this helps. good luck.

A lady bug is super simple. Start with a plain red outfit, cut out big black circles from nearly any fabric & hot glue them on. Any stocking cap can be covered (temporarily) with red fabric & black pipe cleaners from the craft store make for great antennae on top of the cap.

You might look on EBAY you can often buy good as new costume for price you would to make your own. If nothing else you might get a good idea by looking at some of what people have used on their 24 month old.

use Felt. Its very easy to use and it doesnt cost that much and it comes in a lot of different colors. Glue guns work fine with it but of course it won't last you years. As for what she will be dressed as or what to do..... I always loved baby kittens myself ^_^
Oh and Felt also can be embellished easyily if you wanted to add glitter or tulle. or feathers etc.

If you can find an orange hooded sweatchirt/tshirt/etc, and make orange and yellow stripes on some white stretchy pants, she can be a piece of candy corn!!!!
