Just got a new laptop with WinXP. Tried to play a DVD and got the error that I have no DVD decoder installed. Is this a software option that I can purchase and install?

its definately software, i had the problem before, i cant really recomend products, because most decoders make you pay, but i suggest downloadig Winamp they let me play dvds for free.

http://www.bigdoggpinc.com/ has been featured in Yahoo Answers for awhile now and I have heard of no compliants of my reccommending this site. They have the best selections of software including a search for software box at the bottom of there homepage. Links for U-4 page is really fantastics, and if you just want to sample a trial version go to the tab "try before you buy".

you need a DVD drive and software so see a DVD movie on you computer, if you bought a computer with a DVD drive it should have the software on it already. if not you can get players at any computer store or on line. just make certain you have a DVD player and not just a CD drive.
