Why do you want the cat? Have you checked the cost? For example, it's over $50 at our local shelter to adopt a cat, although part of that is for spay/neuter. And you're required to take it to the vet within 2 or 3 days. Both of the cats we have adopted in recent years ended up costing over $200 by the time we had them a week. Yes, we love them dearly, and yes, we saved their lives by adopting them.
But it isn't free. You're making a commitment to a friend for as much as 20 years, as long as it would take to raise a baby to adulthood. Are you ready for that?

Kittens and cats should not be thought of as "gifts."
Giving a pet a home is a life long committment, something the entire family should decide on, not just one person. Eventually you will get older and find time has taken you from spending time with the cat, so who is left with the care of the cat? Right, your parents.
Approach your parents with adopting a kitten for the entire family, not just a present for you. Decide on something else for your birthday present and let everyone in the family choose the family pet.

Not sure how old you are, but whatever your age, make sure you are able to really take care of a pet. AND like the others say, involve the family- a pet becomes a family member (or should!) Another bit of advice- if you have no other pets in the house, get 2 cats at once. If you are a busy family, away all day, they can keep each other company. A lonely cat is a sad cat....

Try to be reasonable with them. Tell them exactly why you want that cat. AVOID WHINING! Also, try to explain to them that you will be very responsible. It requires a lot of work though, so be ready. List the things you will have to do. It will show them you have thought it out. Litter box, food, water, playing with them, giving them a proper amount of attention. Make sure to list them all, and any else you can think of. AVOID BEGGING! Trust me, parents don't like being begged. Just have very constructive behavior. Good luck! :]

Try Volunteering at a Cat shelter and telling them all the stories of all the cat there and etc blaugh blaugh blaugh and then maybe after a little while of them seeming how commited you are they will allow you to adopt a Kitty!

Try explaining that you will pay for all its supplies (except vet bills). Then saying that you will MAKE time for the cat. You will spend at least 30 mins+ every day of quality time with the kitty. You will brush it so that it doesnt get knots, and clip its nails so it doesnt get 'angry nails'.
Also, when you get your cat, add 3-4 kibbles of "Friskies, Dental Diet" to your cats food each meal so they dont get teeth problems!!

we wanted a cat when we were growing up, (we had my moms help) But we told my step dad that we found it in the back yard hiding under the stairs and said it looked hungry and scared. ( we really got it from my older sister) Then we wanted another one so we had one of my friends from school give it to me as a present(my step dad couldnt tell her no!)

Do lots of work for them in a short amount of time. Do not pester it will only make it worse. Act the opposite! Reverse psychology really works. On most people.
