What the truck says is not as important as who the person working from the truck is. The word POLICE on the truck would lead you to believe that a POLICE officer is operating it, but that is an assumption. Some departments may let a parking ticket writer drive a vehicle with the word POLICE on it.
If a uniformed member of a law enforcement organization, driving a marked vehicle that says POLICE and has red or blue lights on it (depending on what state you are in) stops you and issues you a ticket for speeding, even if you think they are a parking control ticket writer, accept the ticket. Follow up with your lawyer and the city/town attorney or District Attorney to determine if they had the authority to issue the ticket.
You do not want to contest their authourity at the scene and be wrong!

It depends on the city counsel and their department. Some departments have fully comissioned Police Officers that work primarily traffic detail, meaning yes they can do everything that any other Police Officer can do.
Other departments hire private citizens to be parking enforcement officers, meaning that they are NOT comissioned officers and can not enforce any laws other than those that are parking related. They are solely employees writing parking citations. Larger cities usually have parking enforcement officers to cut back on the cost of having extra Police Officers on staff for minor duties such as parking and traffic.

It will depend on the department. In some all of thier officers are sworn officers
In others parking patrol are not sworn.
Since parking is code enforcement parking people in many states don't have to be sworn officers.
So if they do, then they can. But of course they do have radios to call police that can ( if they can't)

If the city council has given those types of powers to that officer then yes, most likely if they drive a vehicle that says police on it then that is a police officer and they have the power to enforce all traffic laws, or other state laws.

If it says POLICE on it then it can write other tickets,like Vehicle & Traffic laws.Some municipalities have "parking enforcement". They have no police powers,their vehicle do not say Police.
