Also, does the meal affect the answer? Such as, is it better to exercise AFTER breakfast but BEFORE dinner?

What kind of exercise and what is your goal? If your trying to lose weight, then you should exercise before breakfast. Your body will burn stored fat as opposed to food you just ate. If your trying to gain muscle, then I would eat a small snack before for energy but also eat after because your muscles will be starving for protein.

First - it is important that you exercise at the time of day when you have the most energy. For some people that's first thing in the morning, for others it's at the end of the day. So that's something for you to decide.

No matter when you decide to workout, the first thing you should do in the morning is eat a healthy breakfast. That is what jump starts your metabolism for the day.

Second - it is better to eat after exercise. Your body is looking for protein after you workout, so the food you eat will be used effectively. Not to mention that your metabolism will be elevated and active for several hours after you workout, making your body more efficient at using the calories consumed instead of storing them.

if you exercise before a meal you may not eat as much
if you eat after a meal you can burn off the calories you just consumed

it is best to exercise before eating becouse all the movement after you eat will make you throw up unless you leave 30 minutes too an hour.
